Building Materials Permit (BSS Permit)

BOE's role when issuing a Building Materials Permit for the Bureau of Street Services (BSS) is primarily to help customers apply and pay for a Building Materials Permit.  Per LAMC 62.45.D.5 - Materials of Equipment in Streets - Permits, Regulations, Fees (Ordinance 184054), BOE shall charge and collect a processing fee for each permit the Bureau processes.  The processing fee is only charged once per permit. The processing fee will not be charged if the customer applies and pays for the permit online.

BSS is responsible for approving all permit applications before permit fees can be paid. After an application is submitted, all questions regarding the permit approval process should be directed to BSS. 

The following is the procedures BOE staff would follow to process a Building Materials Permit (BOE applies for the Customer).  The customer is encouraged to apply for the permit themselves in order to avoid the BOE processing fee as a separate charge.  Both BOE and the Customer apply online through the StreetsLA Building Materials Permit site.

On-line Application Process (2020-003135/2020003169)

  1. Select New Application from the menu on the leftSample Unpaid Building Material Permit from StreetsLA
  2. Select whether applicant is the Property Owner or Contractor
  3. Enter all required information and click on “Submit” (the BOE page for applying requires a staff login and includes a drop down for BOE Convenience Fee (CF))
  4. Print Application:  Print or save to a PDF a copy of the Building Materials Permit Application

NOTE:  Permit is not final until StreetsLA approves the Application and the permit is paid for.

Payment of Building Materials Permit

  1. Once StreetsLA approves the permit, login to system and locate permit application using the reference number.  The system only allows for the last six digits of the reference number to be entered and you are required to find your permit in the list. 
  2. Verify the application has been "Approved" in the status column and click on the applicable hyperlink in the "Ref. No." column
  3. Collect the payment
    1. Customer Application: 
      1. Click "Make a Credit Card Payment" from the left menu
      2. Click "Pay By Credit Card"
      3. Enter information into the field shown
      4. After reading the conditions, check "I agree to the following conditions"
      5. Click "Pay"
    2. BOE Application on Behalf of the Customer (Note: Universal Cashiering System would be used to process the actual payment from the customer):
      1. Click "Collect Payment" from the left menu
        1. Click "Collect Check Payment" (only three fields are required)
          1. Received At *:  Select the appropriate District Office from the drop-down list
          2. Bank Name:  Enter the name of the bank
          3. Check Number:  Enter the number of the check
          4. Click "Next"
          5. Print the Permit for the Customer which is also the receipt
        2. Click"Collect Cash/Credit Card Payment" (only two fields are required)
          1. Received At *:  Select the appropriate District Office from the drop-down list
          2. Payment Method: Select Cash or Credit Card
          3. Enter the required information
          4. Click "Next"
          5. Print the Permit for the Customer which is also the receipt
  4. The permit should show the BOE Convenience Fee already collected
  5. Print the permit, collect the Amount Due shown on the permit from the Applicant, and run the permit through the cash register
  6. Keep a copy for BOE records and give the cash register stamped permit to the customer
  7. Customer applies online and pays for permit at BOE
    1. Verify with the customer they are aware the Convenience Fee will be charged if the permit fees are paid at the BOE public counter
    2. Select the “Building Materials/Street Use Permit” application from the link provided on the BOE Quick Links page (https://engpermits.lacity.org/boe/)
    3. Enter login information and locate the customers permit application by reference number\
    4. Verify that the application has been approved and click on the permit application
    5. The permit should show that the BOE Convenience Fee has not been collected
    6. Click on “Collect Payment” from the menu
    7. Check the box for “Collect BOE Convenience Fee” and click “Submit” 
    8. Select the type of payment and enter all required information
    9. Print the permit, collect the Amount Due shown on the permit from the customer and run the permit through the cash register. This amount should include the permit fee and the Convenience Fee plus surcharge
    10. Keep a copy for BOE records and give the cash register stamped permit to the customer
  8. Customer applies at BOE and pays for permit online
    1. Verify with the customer they are aware the Convenience Fee will be charged if the permit application is submitted at the BOE public counter
    2. Select the “Building Materials/Street Use Permit” application from the link provided on the BOE Quick Links page (https://engpermits.lacity.org/boe/)
    3. Enter login information and select whether applicant is the Property Owner or Contractor
    4. Enter all required information and click on “Submit”
    5. Select “Yes” for “BOE Convenience Fee and Surcharge Applied?” and click “Submit"
    6. Print permit application, collect Convenience Fee plus surcharge from customer and run permit application through cash register
    7. Keep a copy for our records and give cash register stamped permit application to customer
    8. Inform the customer that the BSS must approve the application before they can pay for and print the permit online
