The Department of General Services is the lead agency for sale of real property no longer required for use by the City of Los Angeles (LAAC Article 4, Chapter 1 Real Property, Division 7 Property). The Bureau of Engineering is tasked with recommending the reservation or exception of such portions of the real property or such easements or rights as should be retained by the City.
This process will assist BOE staff with responding to the General Services Department (GSD) Request for Recommendation. These requests are sent to the appropriate District office by the Real Estate Services Division of GSD.
- GSD requests usually involve investigation to determine any required reservation for easements and right-of-way on the specified property. Additionally, GSD has asked BOE to comment on existing infrastructure and improvement requirements in the report, for information purposes. If the sale moves forward, the reservation of easements and right-of-way dedication will be captured via the grant deed.
Response Procedures
- District Office receives an Inter-Departmental Correspondence (IDC) from GSD listing the property(ies) identified for possible sale by the City.
- District Engineer or their designated representative will assign a responsible BOE staff person to investigate and determine:
- Requirements for dedication of right-of-way, if any, along property frontage(s)
- Requirements for any sewer, storm drain, or other easements
- For informational purposes, existing roadway and sidewalk widths, and existing sewers and storm drains
- Any other relevant concerns regarding the potential sale
- District Office responds to GSD using the Inter-Departmental Correspondence (IDC) Form (refer to sample) and prepares a report indicating
- Any objection to the proposed sale
- Findings in Step 2
- District Engineer or their designated representative shall sign the report and send to GSD by date listed in the memo, including any relevant attachments
- BOE staff shall save a copy of the report and other documents in the District Office's Box folder and document the report in NavigateLA as a Map Note
