08 - BHO / Hillside Ordinance (Sewer Connection)

This process acknowledges sewer connection availability for dwellings on lots located within 200 feet or less of an available sewer mainline, per Hillside Ord. (LAMC 12.21.A.17(g) or LAMC 12.21.C.10(j)).  Development within the hillside area is covered under two sections of LAMC 12.21 - General Provisions and LAMC 12.21.A.17 - General Provisions, Use, One-Family Dwellings, Accessory Buildings and Additions.  Hillside Regulations (PCM) refers to the hillside area and 12.21.C.10 - General Provisions, Area, Single-Family Zone Hillside Area Development Standards address development in R Zones and is also known as the Base Hillside Ordinance.

Note: BOE created the Customer Service Request (CSR) Portal (located in the Customer Portal) to allow members of the public to make contact with City Staff for questions and/or assistance on any permit or development services related matter.  This includes requesting clearances for building permits.

Processing the BOE Clearance for BHO / Hillside Ordinance


The following is the process of updating BHO / Hillside Ordinance (Sewer Connection) clearance status on the Clearance Summary Worksheet.  This process is done through the LA Department of Building and Safety's (LADBS) Plan Check and Inspection System (PCIS) under the module called "Clearances".

Note:  BOE to address the necessary sewer connection requirements under the Sewer Availability Clearance item on the same worksheet

BOE staff should verify the following:

  1. Go to NavigateLA to verify the following:
    1. Search for the property address
    2. BOE staff to confirm the "Hillside Ordinance" layer is turned on under the "Special Area" layer
    3. Select "Hillside Referral Report (BAS)" under the Available Parcel Reports to review the Hillside Referral Form (BOE would see the option to select an edited PDF if a Hillside Referral has been done) 
      1. Review the Hillside Referral Form "Sewer Connection" section.  Only one box will be checked in either of the two sub-sections
    4. If there is no Hillside Referral Form shown and the subject project is located within a hillside area, BOE must start a new Hillside Referral Form.  See Hillside Referral Form Preparation section of this manual.
  2. Login to PCIS and complete the following:
    1. Click the "Clearance" module button
    2. Enter the Application number in the "Application #" field
    3. Click the "Agency Specific Search" button
    4. Confirm BHO / Hillside Ordinance is listed in the Condition / Clearance Name field AND the "Description" field contains "Acknowledge sewer connection availability for dwellings on lots located within 200 feet or less of an available sewer mainline, per Hillside Ord. (LAMC 12.21.A.17(g) - General Provisions, Use, One-Family Dwellings, Accessory Buildings and Additions.  Hillside Regulations, Sewer Connection or 12.21.C.10(j) - General Provisions, Area, Single-Family Zone Hillside Area Development Standards, Sewer Connection)
    5. Click the "Comment" box in the upper right side on the scree, BOE to enter one of the following comments
      1. Within 200 feet - Use existing wye and permit
      2. Within 200 feet - Use existing wye and obtain new permit
      3. Within 200 feet - Obtain new connection and new permit
      4. Within 200 feet - Construct mainline (B permit from BOE)
      5. Over 200 feet -  Obtain LADBS approval for onsite sewer
      6. Over 200 feet - Construct mainline (B permit from BOE)
    6. Update the "Status" field to one of the following:
      1. Pending - Not used
      2. Denied - Used when a box is checked for E.V-VI above
      3. Approved - Used when a box is checked from E.I above
      4. Approved with Conditions - Used when a box is checked for E.II-IV above
      5. Approved for Drainage - Not used
    7. Click "Save Status" (if this is not clicked, the worksheet will not save)
