CANCELLATIONS / REVISIONS DURING PLAN CHECK
Permittee to provide a notarized written request for the cancellation or withdrawal of the Excavation “E” Permit signed by the property owner
- BOE staff to select the desired permit
- Click “Review Application” on the left menu
- Go to the Comments box and enter the following in the Bureau of Engineering comments to customer box:
- Cancellation request date
- Requestor’s first and last name
- Reason for the cancellation (should be the same as on the signed letter)
- In the Permit Processing box, click the "Cancel This Application (works only if not issued)
- Click “Update” at the bottom of the screen
- Upload a copy of the applicant’s cancellation request as an attachment by clicking on Attachments on the left menu and “Add Attachment”
- Email the Permit Cancellation to PW Accounting, Work Order Close-out and Bond Release
If an A-Permit was also issued as part of the Excavation “E” Permit, the Permittee shall contact the District Office from which the A-Permit was issued and provide the following:
- Written request for cancellation or withdrawal of the A-Permit
- The A-Permit Number
CANCELLATIONS / REVISIONS AFTER PERMIT IS ISSUED
Only the Excavation “E” Permit Manager can cancel or revise a permit after it has been issued.
- Applicant to provide a notarized written request for the cancellation or withdrawal of the Excavation “E” Permit signed by the property owner
- BOE staff to request the Permittee provide a copy of the associated Building & Safety permit (building, shoring, grading, retaining wall, etc.) that was cancelled
- BOE staff to confirm no construction took place through verification of BCA and LADBS inspection records
- BOE staff to select the desired permit

REFUNDS
Refunds for an Excavation E Permit may be obtained through the Claims for Refund process (City Charter Section 350). Refunds for Excavation E Permits happen when an application is withdrawn or cancelled, any unused monies would be refunded to the Applicant minus any fees to cover City staff time.
Per LAMC 62.05(b)(3), once a permit has been issued, even with no resurfacing done, there is a minimum charge of $31 (or greater) collected to recover the City’s administrative costs per LAMC 12.37 I.1. If a work order was opened by BOE staff, BOE would close the work order by submitting the work order closure request. Any monies owed would be refunded. Once the work order is closed/cancelled City staff would update the information in the on-line Excavation E Permit application. Information documented should include the date of cancellation and reason. A copy of all the documents received on the application are uploaded and/or filed.

RENEWAL OF AN E-PERMIT
Per LAMC 62.02.i, Excavation Permits shall expire unless the permitted excavation has begun within six months from the date of issuance of the permit, and BOE shall not grant any extensions of time in which to begin the work. Once permitted excavation work has begun, the work must be diligently prosecuted to completion. If excavation work has not begun within six months from the date of permit issuance, the permit will be cancelled and BOE shall impose and collect a fee pursuant to the provisions of LAMC 62.05(a)(1). Permits issued during the COVID-19 pandemic are subject to different requirements.
