What are As-Builts?
As-builts are the record of construction that has been completed, including all changes to work scope, material installed, revised measurements, etc.
The Bureau of Engineering (BOE) provides access to As-builts pertaining to public infrastructure and improvements, such as sewers, storm drains, street plans, etc. through the City’s NavigateLA web application and the Bureaus Electronic Plan Processing System (EPPS).
Here are methods/steps to research as-builts:
NavigateLA:
Option 1
Visit the BOE home page at: https://engineering.lacity.gov/
Scroll down to Services, click on Mapping Tools
Click here, to visit NavigateLA web application.
Enter location in Search NavigateLA box in upper right corner.
(For search types & examples click on the “?” icon located next to the “magnifying glass”)
Turn on the Table of Contents (TOC)by click on this icon:
Once the TOC is open on the left side of the screen, input the following text into the search box: “Vault”
Turn on the layer “Engineering Vault Plan and Profiles”
On the screen, plans and profiles in the vicinity will appear with the plan numbers in red or white letters (as shown above).
Clicking on the plan number on the screen will prompt a smaller window

After selecting the sheet number, the plan will be downloaded to your computer.
Option 2
Visit the BOE home page at: https://engineering.lacity.gov/
Scroll down to Services, click on Mapping Tools
Click here, to visit NavigateLA web application.
Enter location in Search NavigateLA box in upper right corner.

Click on the “Advanced Options” by clicking on this icon:
Once the Advanced Options menu appears, select Show Me
Select the bottom option labeled Vault
On the screen, plans and profiles in the vicinity will appear with the plan numbers in red or white letters (as shown above).
Another browser will also open when selecting the above option. This site is the BOE EPPS, which will be discussed in Option 3

Scroll down to Services, click on EPPS
The EPPS allows users to search plans and profiles if the plan numbers are known.
